Unless they are investors, designers, contractors or experienced home owners, it may scare them and you will probably waste your time. So I say entertain it but don't spend a lot of time chasing it.

Who is the owner? Is it a REO or an owner about to go through foreclosure? Is it an estate?

All of the above have different motivations.

In my neck of the woods you typically see a $20-$30K drop in price if the property has septic and it failed.

I would put in an offer you are comfortable with and not only get an inspection but also walk through it with the contractor you plan to use and have them give you a rough quote.

What are you investing? I guess you could invest your sweat equity or knowledge and expertise if there is a market that will pay for it.

I bet $100 it's a wholesaler. They key tell was that the offer had to be put in with a non-refundable deposit of $2500

@Eric P., may not be an option post closing, but some banks will let you pay the PMI in full upfront, which reduce can reduce it by 40-50% (or so I have heard, since I don't pay PMI).
