Agree with Lucas on planning and zoning.  As far as the homes being built cheaply, I strongly disagree.  I am a dealer here in NC and know the product pretty well.  As far as depreciation, that happens if the home is not deeded to the property.  If in fact it is deeded to the property and title released to DMV, it is then considered real property and will increase or decreased based on your market.

Lender will normally give you credit for that but you will most likely pay for closing and a percentage of initial costs depending on your LTV.

I own a mod retail company and a development company using mod specs. Same construction code as site built. Same comps to boot. I also deal in manufactured homes built HUD and state codes. Different products. That being said, I can usually get a home from one of my manufacturers in 30 days. i can typically get a job done in less than 90 days, weather permitting.

Actually, if you cannot find by what Frank suggests, there are also HUD tags on the ends of the home....If you can get those and submit that info to IBTS, for a small fee, you can get the data plate information which includes the serial number.
