The quickest I have ever gotten a tenant out from an eviction was 6 weeks and that is because I was on top of every step not delaying one bit. Typically you should account for 3 months on a non payment of rent. Even with an attorney which I have also used in the past it does not get them out faster. Sometimes slower because extra layer of bureaucracy. Note, if you have the property in an LLC. Your only way to evict is through attorney. Typical cost $800-1000.
In all honesty if you are focused on Class C tenant you are better if you cater to Section 8 or assisted housing. Then all you need to screen for are trouble makers or if they treat your property ok. One big challenge i find is the persons who where never on the lease but then end up living there. Increasing the water usage, wear and tear, and peaceful enjoyment of other tenants living there.
Has anyone noticed the new bills currently being played out in Hartford about criminal background checks and discriminating against prospective tenant with a record? Looks like we are set for a roller coaster ride!
