Looking for 15% down payment mortgage for investment property in AZ- any suggestions

Can anyone tell me which states require lower down payment on mortgages for investment properties? 
Also,  which ones will allow a lease and pre-payment to count some of the future income at that investment property towards the buyers income?  I was told by one company they only need to see a cleared check for 2 months rent and a lease, then when we moved forward he said we cant do it because income was to low from the buyer. Also wondering what reserves are needed, on the subject property and property already owned.  Asking for myself and partners.  Thank you! 

the property is worth $140k

The seller is willing to carry back (let me owe him) the $40k,  would any lender let me put in a smaller amount taking into consideration the $40k will be a second position

My personal mortgage broker said he cant do this for me, but I have heard a hard money lender will lend 30 year fixed to an LLC, and will let the seller carry back the 25%. Anyone have any suggestions on this? Thanks
