Use the lower numbers for your estimate. If it doesn't work, it doesn't work. You can find ways to find a good deal where the numbers work in your worst case scenario. 

You know what you can afford, now find a property and area that works for you. 

Your realtor can provide you with comparable rents in that area. Check out rentometer.com
