I agree with @Ryan Pattee. Sherman Park is a good place to invest in Milwaukee. Even to the east of Sherman Blvd can be good. Like much of the Northside, it takes specific and experienced management to cash flow to its full potential. Plus since the “riots” there has been a lot of interest, business and money pouring into the neighborhood.
My experience was not as rewarding when I took it a few years back. Not a lot of substance. The main focus was about keeping illegal activity out of your units. probably 8-900/month. We just had a unit in a building on 80th and Hampton get shot up. There's plenty of carjackings and robberies in the area. Most of the sfrs that we have in the area are pretty stable, the multis can be headache, kicked in doors, bedbugs, evictions, ect.

Hello I manage several in the neighborhood. I would classify it c class. 

Crime? -Yes. 

Rent prices? -Is it a sfr? How many bedrooms?

All of the above but i believe the number one reason is that the numbers are not what they expected. Without a good pm that knows the streets and how to properly manage Milwaukee c/d properties you will fail. Those that self manage, quickly realize that Milwaukee hood investments are not cake walk...
