@Spencer Lindquester Definitely recommend you stay on the conservative side with your numbers.It's always better to have that extra cushion especially during the rehab. 

I don't know how your numbers are looking, but I personally don't think overestimating is holding you back. I think theirs always a deal out there it just depends on how creative you are to make it work. 

Is your goal to rehab  & sell or are you looking for something to rehab & hold for cash flow?

Have you called around contractors to see what they offer? I would recommend you find a contractor that's willing to run some numbers for you before you put in an offer. Some contractors in the area may be willing to give you general bids over the phone if you have some pictures.  

If that doesn't work put in an offer in a home after you have done a generic scope of work based on your knowledge. Then during the due diligence/ inspection period obtain all the required bids & confirm actual rehab costs.

@Mike Smith I think there's a lot of opportunity here. Like @Charles Carillo mentioned giving the seller various options might help your case. 

I would recommend just calling him and get to know his motivation. Once you have a good understanding of that, present him the various options.

Also please remember that you won't be able to increase rents more than 7% + CPI here in OR, which may affect your cash flow initially until you are able to bring up to market rent.
