It can be lucrative, just may take a while to find the ideal tenants. I would also look to do it in a 3-4 multi unit as its a lot more profitable in that regard with the same type of mortgage payment. With the right tenants you dont have to manage as often. Just need to establish rules in place prior to renting out rooms.

You can also find list of buyers that purchased properties in the last 3,6,9 month increments by purchasing list from data analysis who have such info from such companies like Dunhill. Another way can be to look up such info is on  State Department of Assessments and Taxation (SDAT) website and then look up the buyers info.

Hey Sean, the purchase of your property may be added to the recent homes sales in the area. Depending on that price and the price you are looking to sell the other properties for once rehabbed and in-conjunction with similar sales prices in the area, you can create your the ARV for the block.Ex: Assuming your house is being purchased at $179k similar sales in the area are $165k. The purchase of your home at a higher rate drives the ARV of the area up slightly. Therefore if you do a rehab on one around the same level of your home, your property can be used as a viable comparable that individuals are willing to pay to move in the area.

Legalize the basement? Finishing the basement is good measure especially for section 8. Idk what you mean by legalizing it

Not the best of areas, however it will rent. One strategy you can add as an exit strategy is to rehab the house to section 8 expectations and measures (Preferably lead free). Then rent out to a section 8 tenant (no less than 2 year lease) and sell as an income producing property to an investor only looking for cash flow. Or try to refi after the property is seasoned with a section 8 tenant paying on time for a year. Or Just it keep and cash flow off of the section 8 tenant. However there are a plethora of ways to make this rental a profitable investment in this zip code and the area. There are also Supportive Housing options that require a little more hands on but just as profitable.

Yes there are lots of investors from Baltimore here. Do you have a specific question in mind? 21216 has great areas, good areas and not so great areas. I would need more info to elaborate. But house will rent anywhere it just depends on the price update looking to rent it out for that makes the difference.
