That is suspicious to me. I can think of only 2 reasons why they would refuse to give you those items:

1. They are being pissy that you cancelled on them.   :-)

2. They accepted tenants that they shouldn't have and don't want you to know that. And since you are having to take the tenant to collections, this seems logical. 

In your next management agreement, you should add in there that upon termination of your contract, all tenant paperwork, etc will be given to you.

Yes, you can definitely be someone that helps him out, without calling yourself a property manager. As long as you are not signing leases, showing the property, or putting rent and security deposits into your account, etc, then you aren't considered a property manager. When I say you can't show the property, it is perfectly acceptable to open the door and let them look around. People use handymen, and remote property managers, such as myself, (called virtual assistants), all the time. So there certainly are ways to help without the legal responsibilities. I 'manage' properties all over the country this way, right from my home in San Diego.

To start, you need a broker's license to be a property manager in Colorado. That's where you should start.

I put right in my ads that applications will not be accepted until after they view the property. Then I ignore any that come through, unless they look really good. Then I will contact them to see the property.

I would never show a property to anyone with a 530 score. They don't pay their bills.

4. VIRTUAL ASSISTANCE - I will have to onboard a virtual assistant and train them to handle a lot of the aspects (posting properties, signing leases, managing maintenance tickets, etc). Does anyone recommend a certain website to look for real estate VA's? I have used Upwork in the past and had a good experience.

5. MANAGEMENT CONTRACT - Are there any must-have clauses in a PM contract? I have one that I have been adding to periodically when I think of something. 

If anyone has any general advice they would like to add or would like to hop on a phone call, I would really appreciate it.

You will need to check with your state's laws regarding how much notice is required. Then post the required notice to move out. You only have to evict them if they don't go.

It is absolutely fine to accept multiple applications and pick the best one.
