Hi Ian,

It is not you, it is the Cayman islands. Banks/lenders are staying away from few places around the world and unfortunately Cayman is one of them. 

As a foreigner, it is recommended (for many reasons) to hold a US entity entity that will open these accounts.

Sounds like a scam. The only payment you should be “putting down” is the appraisal fee that is not mentioned in the above. The fact that he does not have an official website is also concerning. Good luck!
