What if you had 10 SFR's vs someone who has one 10-unit MFU? If one house is vacant and one apartment is vacant, then both portfolios have the same vacancy.

State or local standards do not take precedent over federal law. If Texas has their own accessibility standards, then you must comply with those in addition to the federal standards.

And for my 2-cents:

this has been a long term tenant, and for that I would consider doing it. Plus it's not an unreasonable request. Or offer to install the shower if they pay for the materials. Or ask them to commit to another year lease if they're on month-to-month. Or make a deal and finance the cost for them by raising their rent $20 a month... There might also be a tax credit available for improving accessibility.
