Hi Everyone! I know the book of estimating rehab cost is a good one, but is there any other ways to figure out how a rehab will cost?

I have a friend that told me it’s illegal to own a townhouse and rent it out because the location of the property is in a median income area. I was caught off guard because I’ve never hear anything like that and wanted to come on here and see if it’s true?

so is it like skin in the game to make sure the person signing the contract is invested in the deal and once were at the closing table it will be put toward closing costs?
