Thanks for the feedback Clayton. My interest in the Midwest was related to the lower housing cost and cash flow opportunities. I have two rentals in So Cal, but prices have risen here to the point that I question further investments in this market.

If there are other markets that you or others think fit my criteria, I would appreciate the feedback

Single family in b (or c+) neighborhoods with a good cash flow for rental income

I live in CA but considering a cash flow rental property in Indy or KC. Are there recent changes in either city that would sway you to one?

Any other Midwest cities better?
