If you haven't already done so, play around with the Trulia crime map to get a feel for the different areas.  Everyone has different ideas about what constitutes a B- area, but in my opinion it would be difficult to find a B- or above area in the regions that you mentioned.

This basic house is a blank slate for a rehabber and provides a surprisingly low price of entry into one of the most desired school districts in Central Arkansas on a quiet street in a safe neighborhood.  It is about a half mile from the local high school and from a nice city park and pool.  It is a true fixer upper and would work well as a flip or as a rental.  No utilities are on at the home, and no meters are present.

I understand your frustration but see this one more as a case of the constitutional checks and balances working like they are supposed to work.  I agree with the Circuit Court Judges who found that the statute violated the Arkansas constitution, which provides that no person shall be imprisoned for debt, absent fraud.   The legislature screwed up in drafting the statute, the courts called them on it, and the legislature is now working to fix the problem.

Arkansas is landlord friendly.  Up until last year, we were one of the last states in the country with a criminal eviction statute.  Even without that statute, evictions can be done pretty quickly.

The U.S. Supreme Court has agreed to hear an appeal from the Tenth Circuit Court of Appeals to resolve a conflict between the Circuits about whether the Fair Debt Collection Practices Act applies to non-judicial foreclosures.  The 9th & 10th Circuits have held that the FDCPA does not apply to non-judicial foreclosures, but the 4th, 5th, & 6th Circuits have reached different conclusions.  This is a pretty big deal for those of us who play in this field.  The overwhelming majority of foreclosures in my area are non-judicial foreclosures, and I suspect that probably holds true in the majority of states that allow them.

@Daniel Fresella  Welcome to the area and THANK YOU for your service.  The Jacksonville office of Century 21 has a very active property management presence near the Air Force Base.  One of their agents told me that they manage over 500 properties in the area.  You might visit with someone from there to get a feel for areas where they tend to have lower turnover, lower vacancy rates, and fewer headaches.

@Sami Richter, I am not aware of any new developments.  It is my understanding that the Arkansas Bar's legislative package will be presented at the next General Session, which begins in early 2019.  I probably should have included a more robust disclaimer of what "soon" meant :)   I do not have a link to a copy of the version of the bill that the ABA will recommend.  I suspect that will also become more readily available in early 2019.   Welcome to the local community of investors!   Hopefully, you'll get some good experience and be ready to drop the "newbie" part of the investor label soon.  Since we bought our first investment property last year, we are probably still "newbies" too, but it's snowballing nicely and exceeding our expectations, so enjoy the ride!
