I'll jump in - the VA does allow for construction loans but remember the VA only guarantees the loan, they're not the underwriter. A bank that does VA loans is the actual underwriter. The bank makes the call on whether to do the 0% down VA or not.

The other option is to get a construction loan, build the place, then move to a VA loan from there.

I would agree with Micheal Ealy.  I saw the cap at +15% and thought wow but then I saw the makeup of the community and the age of the building.  The customers are heavily feds but you have to watch carefully for other construction projects.  Check with your local county offices to see what permits are out there.  You only hold a competitive advantage for a short while before others step in.  Go here ->
