I believe getting out by year 4 has a lot more to do with the IRS requiring you to show a profit for 2 out of every 5 years, otherwise, the business is classified as a hobby and you cannot claim expenses on your return than with being "tired".

You should be able to call the local courthouse and find that info. It looks like you need to call Cleveland Housing Court.

If they are unplugging the camera from the outlet, you can install a locking outlet cover. They are simple to install, pretty much similar to switching out the wall plate.
