As far a licenses the DBPR has an online portal to check. If they advertise as licensed they are required to provide the license number. Like mine CRC1333860.

As I licensed builder  and roofer in Florida, I completely agree. A quality estimate takes time to prepare. I charge for my estimate and credit the cost back to the client if they choose me.
