@Gary White  The owner of the property has 21 months to pay the county all back taxes & penalties owed.  If they do, you. the investor, gets back the money you originally paid for the certificate plus 24% per annum.  If they don't pay what they owe in that amount of time, you have the right to foreclose & take title to the property free & clear.

@Samantha N. Iowa is a great tax lien state because the interest rate on certificates is 24% and the redemption period is 2 years.  Technically,  it's 21 months.

@Bernard Chouinard I'm not a legal or financial expert, but if you want to have access to it for future investing, I would look into a self directed IRA. I'm not affiliated with them in any way, but Equity Trust can guide you in the right direction.

@Chris Ntwali  Have you looked at the BP File Place?  That should give you a start,  however,  since every state is different,  I would strongly recommend having an attorney draft your paperwork to make sure you're within the law.  Especially since you're just starting out.  Just my 2 cents.
