Banks Oregon is a small town close to hwy26, Hillsboro, and Forest Grove. However, I dont see new developments there, while Forest Grove is growing a lot, as well as Hillsboro. The city has parcels (residential zone) annexed but no builder applied. What could be the cause?

Currently the duplex has 1 water meter. If a landlord add sub-meters to each unit, and charge water cost to each tenant, the landlord is still responsible for the water bill if the tenant doesn't pay. Is it ok to take deposit on water, and deduct from that if the tenant doesn't pay?  And if the tenant doesn't maintain the deposit amount, can the landlord evict them?

Thank you! @Karl B. what type of plumbing did the building have and what did you update it to? And how did you tell the bones of the building were good?

Could you please share experience of owning 100+ yr plex? I've never owned a plex, but am seeing a 117 yr old triplex interesting. Looks like it can generate a good cashflow, but I'm not too sure what kind of headache I should expect with 100+ yr old plex.

This Nolo article says asking prospective tenants to fill out written applications can protect you from lawsuits filed by irate applicants that you rejected as tenants. I don't quite understand how. If you understand, can you please explain? What if you pick another applicant who's easier to please?
