They will sell them as is. By doing that the city makes money fining you for the violations that they would fix, police the property more to add to violations while its being rehabbed, and knows that you better do it by the permit book. 

It takes it off there hands and they get you on the hook til you finish.

 dont stop hammering them. Throw everything at them. Go fill out a claim, get a lawyer, file BBB, the credit charges, get them served. You started dont stop.

You are doing good hammer them. So they will end up paying one way or another. Talk to a few lawyers and get the best one. Teach them a lesson.

I have a few properties in Baltimore that are next to city owned vacant properties. Some the trash in the backyard has broke my fence and retaining wall, grass or trees grow over to my property, or just every floor from the roof has collasped to the basement. Have called city services several times over the years with minimum results.

You should only pay for the permit and something for the contractors time for pulling a permit. You can go to the permit and get a list of permit fees and how they are calculated. A renovation in Baltimore City which is a permit scam city. Permits for a total renovation on a row house just fees are approx. $1000 or less. Contractors that dont have licensces usually pay a licensed contractor a fee to pull permits for them. You should be getting a good deal if you go the latter route.

Lead limited lead inspection- you need a new inspection for every new tenant

        Lead Free Inspection- once you have a lead free cert. you dont need anymore lead inspections.

Failure to Pay and Eviction Process- get your system and plan for how to handle that down right away.

Find services by companies that can help you so you dont have to do everything yourself such as; rent court services, handyman, rent payment collection, etc.

@Richard C. nobody is taunting. Many people talk in general and offer alot of sideline advice. They stop talking when you say lets do something. Every part of Baltimore isn't speculative.

 stating to tenants that you are the property manager allows a buffer for you. Its not a lie cause you do manage properties. Alot of people are shy or they may not be a people person.

You should check out Mark Owens blog about landlord keys. There is a kwikset re-key set thats cheaper and make things a lot simpler. Takes a little time with your first set of locks but after that its a breeze.
