Generally you have a few options here.  

The first would be to report the issue to the local code enforcement. it sounds like you have done this, although you might check around to see if there is a different government authority than the one you have been talking to.  Sometimes just getting the correct department can make all the difference. 

Next would be to check with your insurance company to see if you have some sort of claim here. Sometimes they have ways to assist.

Last would be to sue your neighbor. This is never a great option, but at times it may be the only one and it sounds like you have solid grounds for a case. 

One last idea if you haven’t already tried it would be to make a deal with your neighbor in some way.  It sounds like they won’t just stop, but maybe you could offer to buy the property or offer them some sort of financial incentive to stop their operations. Although it’s not fair to you, it might be cheaper than a lawsuit.

@Bosko Mijatovic do you have a loan broker you are working with?  I think that would be the first step and they could advise you as to the best way to qualify for a loan and/or whether or not it makes sense for just your cousin to be on the loan and for you to have a partnership agreement outside of the loan that covers that. 

Next, how are you searching for homes?  And have you been finding any?

I don’t know your reason for waiting to sell until December or January, but that is generally a slower time to sell, so if there is not a strong reason to do it then, you might want to think about either listing it soon or waiting until April or May to hit a more active time in the market.

The one advantage to buying one where you are is that you can actually go interview managers near you.  I am in California, so I don't know the market there.  DC is definitely a safe bet as well.  I would strongly urge you to spend some time screening managers and agents so you know your investment is well-kept.  A good manager and agent can be a valuable asset, but a bad one can really waste your money.

Using a property management company is good if you are not local, but why don’t you buy a home in AL if that’s where you are?  Prices are probably lower and you might actually be able to afford a smaller multi-family property for the same amount you were wanting to spend.

@Holden Hollowell, what state are you in?  I would check with your high school to see if your career center can hook you up with a real estate company and/or internship program. Otherwise pick a company and contact them to see how you can be involved. 

Another possibility is to find an investor in your area and see if you can intern for them. It sounds like you have something to offer, so you just need to make sure you work carefully to choose the right situation that will be beneficial to you in the long run.

@Cameron Coleman I’m so sorry you feel that way. I own a brokerage and have helped numerous people with no strings attached. I’ve had long conversations, multiple messages, etc. expecting nothing in return. 

It sounds like someone treated you poorly and I am very sorry about that. If you ever do want any advice, I am more than happy to help and would expect absolutely nothing in return. I just love real estate and get excited at the thought of helping others understand what a great opportunity it is.

Congratulations!

I own a brokerage and property management company with offices in Huntington Beach and Riverside.  We can be part time friendly, but if you are right in LA that may be too far from you.  PM me if you are interested.

I'm also wondering whether you are interested in selling residential or commercial.  We handle both under separate divisions.

It sounds like a great deal for the right management company. I owned a company in California and think this is well presented. 

The main thing I think you need to look for is a company owned by someone who also owns property. Also look for a PM that currently handles the type of properties you are looking at. 

You might need to approach a few to get one that is interested and capable, but you should be able to find one. And when you find the right one, they can probably be an asset to you in choosing your deals as they will have a perspective you might not have considered.
