 had that problem with an apartment I rented with a one-year-old and I bought heat tape and cut screen to tape over it. That apartment was kind of a safety nightmare for me becuase it had 8 different bifolding closet doors I was sure he would smash fingers in so I bought locks for the top, as well. 

In my duplex, I have an electric heater installed on the wall in the back stairwell. It is older and the cover was knocked off and MIA and the electrician said they don't make covers for that exact model anymore. 

I racked my brain for a simple hack, and what I came up with was disposable aluminum roaster pan inserts that had holes punched in straight from the dollar store. Bend and twist and and whatnot.
