@Chris Martin Currently not doing any work in southern states so I don't know what the opportunities are like for most southern states. 

@Matt Anding As far as general advice, make sure that you have good data and don't spend too much time analyzing the land before you reach out to the landowners and make sure they are open to doing a deal with you. Let me know if you have any specific questions.

@Hal Cranmer I agree with @David Sisson  

Using tax assessor databases and local GIS, you can build your own list. GIS also gives you the ability to analyze the property. You can turn on "layers" to show you different information about the property like a flood plain, topography, wetlands, etc.

I would search for either your county, state or city + "GIS" in google and you should be able to find a GIS tool to use. Some states/counties maintain better GIS systems than others while some have no GIS.

Use the GIS mapping tool to scan for properties. Click on the ones that look good to see more information about them such as what the zoning is and how many acres the properties are. The GIS should have landowner names and potentially landowner addresses which you can mail to or find phone numbers to cold call. Compile that data into a spreadsheet for mailing or cold calling purposes.

You can buy GIS software that makes it easy to do but they are expensive. I recommend bootstrapping it if you are marketing to landowners on a smaller scale

@Jeff Mauerman    No experience working with county authorities to buy their land but I find this conversation to be interesting and most negotiations are similar. I would simply put in an offer before anyone else does. If these are distressed properties, the landowners are going to want to move quickly. I'm sure the county authorities just want to get this off their plate and if you make it easy for them, I bet they will give you a good price. Maybe it's not the price that matters to them but the leg work they will have to do. Try to see it from there perspective.

Before presenting your offer, I would try to ask them questions that might inform your offer such as what interest have you got in the properties? What're the plans for the properties? etc. Then position your offer based on what you learn.

The core of our business is our GIS platform. We use GIS to screen for and find the right properties that we want to acquire. We target the properties through our GIS platform and export a list of the property owners names along with addresses to a list so that we can then send a letter, cold call or knock on their doors to get their attention. Our system looks something like this: 

Set site Criteria > FInd sites that meet that criteria on our GIS platform > export a list of landowner names and address >. mail to every landowner > talk with landowners about selling or leasing their land> qualify the landowner > close on a lease or purchase option agreement.
