Welcome to BP and the investment community here in Chattanooga. 

Small tip, have a couple farm areas around the city. This way you don't rise and fall with just one market. 

Setting up hot sheets (through mls and Zillow in your criteria) and analyzing at least 3 everyday will get you seasoned once your funds are available is a good start. Use BiggerPockets calculators to help, they are a great free tool to help you see what and where money is spent and how to save for certain areas in the buy and hold strategy.
