I agree, increase the rent. From my experience, the renters are typically happier with such slight increases instead of paying a lump fee.

Hi Nobopaul, my name is Kiyon. I'm a local DMV (mostly DC) investor/developer that has been engaged in real estate since 2003. Based on your post, I would be interested in obtaining some design services while sharing some of my knowledge. What area of real estate are you interested in? Perhaps you can stop by one of our current projects and we can chat. Since you work in DC, one of our 4th Street, NW (Petworth) projects may be best.

100% agree with @Clayton Plank. You should charge the investor a wholesale fee on a deal by deal basis. The key is to make sure that he/she still has room to make money out of the deal, so it's imperative to get the properties under contract below market value.

Other than my investment /development firm, I own a management consulting business. I am also an executive at a contract compliance firm.

If you're not familiar with construction or maintenance I would highly suggest taking a contractor there to get an idea of what it may cost to get up to rental or sale condition. I think that's a better option that looking up the info on a website. There may contractors in your area willing to give a free quote. 

As far as rehabbing it with a hard money or private loan the numbers are tight because a lender would typically desire a home with solid equity before lending.

By  "no major issues" do you mean it would only require a light rehab (paint, carpet, etc.), or are you moreso referring to no major issues related to areas like plumbing, mechanical, electrical, etc.?  Also, how are sales in the area? Perhaps a private lender/hard money would be a viable option if you want to flip it and can avoid a significant expenditure to rehab.
