My best recommendation is that you buy the book, "Every Landlord's Legal Guide (California edition)" by Nolo. You can find it at www.nolo.org or on Amazon. It may seem like an expensive book but it will link you to all the current state laws, give a ton of practical advice, and includes sample forms. Their web site is also a great resource but you'll learn much more through the book.

The property is in Santa Clara County and I believe they are month to month.

What website can I go on to find local housing regulations?

I may have a deal on rental property but what is the law on it? 

I'd rather be prepared for the landlord just in case he/she does not know the law yet, including myself.

I'm new, doesn't mean I won't be getting wholesale property to sell.

the questions is 'Profit margin vs demand'

If I'm the cash buying investor, I'd go for where demand is there and get reasonable profit vs just going after big profit margin, not knowing when the property will sell.

I don't think it's a rocket science really

If you can understand how stock market works, same principle applies. 

knowing psychology helps where to look for motivated sellers too.

I don't need any mentors, just some information.

I'm in live in Santa cruz but I'm all over the south bay.
