start with your local realtor, check craigs list for wholesale listed properties to  find names of local wholesalers.

If these repair credits are such a hassle prior to closing, whey not have the repair credits applied to purchase price instead as a reductionn in sale price ? You can then take out a higher cash out loan on the property for repairs.

Traffic mistakes ? please elaborate. ALso post numbers here and you will get some basic assistance.  When you say 'consultant' that implies you are willing to pay someone to analyze deals for you, which i'm sure you can find people here willing to do.

Check with the utility company first. It may be as simple as a request. If they decline, then its off to the zoning board. A tedious process, but sound doable.

This is a question for your Broker, however it sounds like anyone who might ever sue you, may have cause under the RESPA act. The last real estate bubble collapsed in part from issues between Realtors.Lenders and Title companies. 
RESPA in part  deals with disclosure of roles in a real estate transaction and what you can and cannot do. Your Broker should review this with you the Brokers attny,and with their insurance provider.

Liability insurance may not cover you or your broker if you have too many roles in a transaction.

I'd look for a "Bird Dog" within the Code Violations department.

I know of a Realtor in Miami who asks Trashmen who ride around picking up garbage to keep an eye out for uncut yards, newly boarded up houses for sale by owner signs. Of course he als tips them well on holidays 4 to 5 times a year. He says he gets 4 to 8 listings a year this way.

yes, but I tend to add an extra 10 to 15% for cost overuns to estimated repairs. 

You need to get with a contractor and make a list of typical repairs like gut,remodel a small kitchen $5,300

Use this list as a rule of thumb for  estimating

Update the list every couple of years, you can also refine by square foot

This is the reason that Buyers need to 
. Check the Tax Records before buying
. Hire an inspector for home.septic.and water even if you don't think you need one.
. recheck the MLS to see if it said sewer or septic
. Ask the previous agent ot agents for a copy of previous listings, if septic is listed in previous listings then Agent may be liable

. File a complaint with local real estate board for negligence with both Buyer and Sellers Agent for not disclosing the Septic. My opinion is that the Buyer will probably win at the hearing. 

One or both of the agents did not do their due diligence. One call to the local health board would have answered this question

@Eamonn McElroy Because the IRS does not allow for Deductions between Home and Main Job. any trips between work and secondary or tertiary locations are deductible. See the IRS Chart Below.
