Code Violation Lists

Have you guys ever gone to your local municipalities and asked for a list of properties with code violations?  I recently went to several of my local offices and requested "A list of all residential properties with open, unpaid, or current code violations"

One of the responses I received was..  "Unfortunately, we do not organize our property files in a manner where we can provide the list you requested. The time and resources required to create such a list would be thus be considered an unduly burdensome request."

I'm trying to figure out if there is a better way I should ask for this information, or if this particular municipality is an anomaly.
