Looking forward to wholesaling in Philadelphia? How do people feel about the Philadelphia market? What areas are good what areas are not?

I have been reading, watching videos, listen to podcast, and getting advice from people and there it was someone would always say something about the market. For example, you should learn your market or people should know about the market when it comes to investment in real estate. My question is what do people mean when they say learn the market and how should you go about that ?
