Find a cash buyer who will help you or a wholesaler who will do a joint venture with you

Things they will provide

 1. The appropriate contract for your area

2.  where to pull lists and filter criteria

3. how to skip trace a seller you can’t locate

4. How to analyze a property so you know what to offer a seller

A cash buyer will do it because you will bring them deals

A wholesaler will do it for a % of your assignment fee

You provide the hustle and they will provide the knowledge

You may find this helpful individual by asking on Bigger Pockets, placing a craigslist add, going to a county steps auction, asking your friends if they know someone, or going to a local real estate investors meeting

thanks my wife is already registered. 

Seattle has very specific laws separate from Washington State even. I'm in Tacoma and yes a condo is considered a SFR. Also make sure you check your condo CC&R to make sure there is no rental cap and if there contact management and make sure the development is not at its rental cap.

from my experience in purchasing auction properties- you need to look into the Covenants, Conditions, and Restrictions (CC&Rs) of the HOA. Or call the HOA to get a copy the most they can make you pay is 6 months back however the CC&R may wipe it out.

So for CFK basically they are giving you the stipulations to get the $4k. And yes CFK is to get a tenant out on time and to not damage property. You can also have the conversation with them if this is the way you end of having to go that the "trash" is not your and they may lower the offer. This is actually a very HIGH offer for CFK. Typically it is $500 - $1000. 

Did they give you the 20 Days to Vacate Notice? If not I don't think they can legally start "eviction" process. Auction sale yes the occupant has 20 days to move to eviction will start however they must properly send you this notice. We have purchased at auction and a notice went to the occupant and we also sent a 20 day vacate notice to them as well. 

It sounds like it went to auction, did not sell and reverted to the bank and the bank sold it to another company who is basically going to "clean it up" and put it back on the market. This is typically what happens when a house does not sell at auction. I don't know however if the new company can sell you the home or if it has to be relisted and of course they want the most they can get for it so relisting would most likely be in their best interest to get the best price for the home.

If you did put in an offer yes they should "accept" or "reject" it but I don't think they legally have to because it is not a listed property.
