Your Property Management company should have originally sent a disposition letter to the tenants stating why there was funding withheld from the deposit. The tenant should have already been provided the reasoning why anything was held, in an attempt to try to avoid these disputes. 

I would work with your PM company to have them handle the issue, as they are the ones that ultimately decided to hold any of the deposit money.

Hey Stephen! 

I agree with a lot of what is being said in these comments above. I would always recommend looking in areas with turnkeys available, as turnkey is typically easier and avoids getting into large expenses with repairs and updates. 

I would recommend looking into a property management company if you are going to invest out of state, simply due to the fact that property management can be your eyes and ears on the property and would have local experience that you could benefit from. I would shop property management to confirm that they are offering everything you are looking for and giving you the most bang for your buck.
