I like the $1 and $5 idea mailing idea. I think I'll do a dual approach and reach out while I'm in the area and see if they would be open to speaking with me briefly in person and if not whether they would be open to selling their house. If they are upset i'll shoot them a thank you note with a few bucks.
These houses are in need of some serious help, I would love nothing more than to bring them up to par with the rest of the neighborhood. I'll post back and let you all know how the initial interaction goes.

I'd be offended, then I'd pocket the cash with no intention of speaking with you.
A personal, obviously hand written note would be unusual to get though.
We are less than one year into the family members passing so the contacts are a little troublesome. Your owners have owned their property for about 30 years and if it is being neglected, might have some needs that we don't.
In your case, I'd drop a personal note in the mail today. Tell them that you'll try to give them a call next Saturday afternoon, unless they reach out to you before then. Then stop by next Saturday and visit or just make the call.
