That laminate appears to be cracked at the miter and that pattern is very dated. (1970's)

Probably for a couple hundred dollars and some elbow grease, you could put in new laminate counters and add some snap to the place. It would be a good improvement. Home Depot and Lowes stocks what you would need, cut it to length yourself and put some edges on it as required. A new, deep Stainless sink and new faucet could give the whole kitchen a fresh look. (maybe the sink and faucet are fine?)

What I do is look at something squinty eyed and say to my self, "Self, do you want this in your house?" If the answer is "not really" I may let it slide, but if the answer is "no way, no how" then resolve it.

I have just recently had this issue addressed. There has been a relatively recent freon change and the old "R22" freon is extremely expensive (more than 10 times what it used to cost) and most newer units are designed for the new freon and the inside and outside components typically can't be old/new mix. So if 1/2 of the system is bad, you're probably going to have to change out the whole shebang. The new units are much more efficient though (small consolation)

I think you should start at the source and work towards the end.

Switch the breaker that is tripping with one in the box that's the same size and see if the problem moves. (No cost to do this, just some time)

If the  problem persists, get one of the outlet testers that plugs into an outlet and indicates problems with the outlet. This may show a dropped ground or whatever. I am thinking if the GFCI was bad it would trip itself, not the circuit box breaker.

Are you sure that the circuit only feeds the kitchen outlets and not something else? ie, attic vent fan, outside outlet, porch light, etc?

Does the breaker ever trip with the Keurig not plugged in? What about if it's plugged into a different outlet somewhere else in the house?

If a wire is shorted, it will trip the breaker immediately and repeatedly. So if it's not a bad breaker it would appear you have an intermittent high load.

The only county I have property in that's anywhere close to Atlanta is Henry County where I have 1 single family. It was built in the mid 1990's.

I have one property in Lamar County and some in Pike County. Both of those counties are quite far south of Atlanta but still considered in the Atlanta metro area when it comes to burn bans and things of that nature. Where we are in Pike County is more than 50 miles from downtown Atlanta and I've never heard anything about low flow devices other than what the IBC recommends. One of our Pike rentals is on a well and the other on municipal water in the city of Zebulon. I'll keep my radar out for potential rebates. One of toilets is going to be replaced in the Zebulon house for cosmetic reasons and that house was built in the mid 1950's so would probably be eligible if there is a rebate applicable.

Who's issuing the rebate? The county? state? city?

I've found that with some of the low flow toilets, it's important to flush solids before adding paper. In most cases this will prevent clogs.

That said, some children can have very large bm's to the point where they wont flush and may require something to break them up.

This would definitely be a tenant issue and not the landlord.

Glad I don't own anything in DeKalb county. This is down south of Atlanta in Pike County.

Not sure what you're asking? Does the company selling it to you not have clear title?

I just signed a contract on a single family home this evening and the lady was talking about HUD and USDA requiring new toilet seats whenever there was a change in tenants. (this isn't HUD or USDA)

The toilet seats in this home are like new and I'm sure not going to replace them. I've never heard of such a thing and was just wondering if there's any validity to what she was saying? I did some searching and didn't find anything alluding to new ones being required. Just that they can't be cracked, etc. Anyone?
