The Harrisburg area has a lot of investment potential.

I did a BRRR-type deal in Harrisburg, PA.

I bought an old 3-unit in 2017 for 70k. I kept the two existing tenants and lived in the 3rd unit. I did a light rehab which included landscaping, some new flooring, paint, and a rehabbed bathroom. I replaced a furnace. I didn't do much else other than routine maintenance. 

I sold the property in late 2022 for 210k.

I'd ask your handyman to send photo or video to prove work progress. These days it's pretty simple.

Best time to look is around XMAS. Lots of people are taking time off or on vacation. Less buyer competition.

I'd check criminal history, credit history, and call their previous tenant.

I'd have a nominal app fee to keep away the complete deadbeats.

Usually, tenants are more respectful when they know they're living in the same building as the owner.

Yes, In PA the buyer normally gets to pick the settlement company.

This is not legal advise, but I see no reason why you couldn't negotiate the settlement company before putting the property under contract.
