Your budget will give a better idea of which areas to focus on, what are you looking to spend? What rate of return are you looking for? What is the minimum return you feel comfortable making?

Normally you must open up the permit before you start the work, depending on what your doing. Not everything requires a permit, I would consult with a contractor so they can guide you depending on the scope of work.

I believe different projects will  require different amounts.

I have had many clients obtain permits to get  work done on properties. Its not hard at all, you get a contractor to open it up in the city or county. It can take months to years depending on issues that may arise, too many different scenerios to get into now. If your contractor opens it he has to close it. In order to do so he needs to have a county/city inspector come and inspect the work during the renovation and/or after the job is complete, all depending on the scope of work.

I would not recommend converting the 2nd bedroom into a 3rd with out a contractor who is experienced and without a permit. You want the tax role to reflect the extra bedroom so your property value will increase :0)

Definitely consult with a good contractor, I would talk to at least 3 different ones.
