@James Stokes I've lived in VB for the past 25 years.  In that time span, this place has blown up.  I dig up deals for investors all the time, but they go sooo fast.  If you don't mind moving fast without hesitating, VB and Chesapeake can be great fits for you.  The rents here in VB are substantial, but so is the competition.  Let me know if you have any questions about the market, I'll fill you in.

@Gabriel Amedee most builders look at the setbacks first and foremost.  You can talk with your local planning department to determine what the acceptable setbacks are for your area (they vary from place to place).  Aside from that, road frontage (is it landlocked?), access to utilities, etc.

I would contact some local builders in your area and ask them what they are looking for in a vacant lot before you get stuck with a bunch of dirt that has no potential.

This is a six DVD course, plus a bonus two DVD "field trip" set.  This course will teach you everything you need to set up your own assisted living facility (ALF).  A little worked niche, residential ALFs can be VERY lucrative.  Gene will walk you through the steps to generate insane cash flow.  This really is a great course.  We paid $2,000 for the whole set, we are willing to let them go for $1,000.
