I can't specifically speak for GA, but where I live that is correct. The Property Manager can supply all of the related documents etc. They can also work with an attorney that you hire, but they are not able to file for judgement on your behalf the same way they can file eviction paperwork. It either needs to be the owner or an attorney.

Definitely education, but I have also found there is no formula for the right amount of "book" education to prepare you for the real world of investing. There are just too many variables and unexpected changes. I would suggest creating a team of professionals around you. People who have the knowledge and experience and can guide you through the process. From an investment Realtor, Lender, RE attorney, property manager, Contractor (I am guessing yourself!). You can create an action plan and you will have the proper people in place to execute.

I would recommend contacting an attorney in the city to help you. They can navigate the law and covid regulations. The cost to pay them is well worth it if they can remove the tenant/recoup any amount of money. 

Also, have you talked to your tenant about assistance? We have successfully worked with agencies who have received Covid grants and are paying back rent for tenants, plus the next 3 months.

I would go with Buildium for the size you are. Appfolio is a phenomenal software, but it may be too robust/costly for what you need. They also don't have a open API which means you can't syndicate with other software's like tenant screening automation, etc as you grow. They require you to do everything on their platform.

We go to court for failure to pays and are successful. Carroll and Baltimore County

I would first suggest creating a team that will help you with this. In order to understand the specifics of what you want to do, you should have a real estate attorney, mortgage lender, realtor, property manager, possibly contractor if you are going to rehab, etc. In order to understand the area and the market, you need to consult with experts in your area so you can make an educated decision.

Welcome to BP! Biggest suggestion is don't be afraid to jump in. You can learn a lot from books, seasoned investors, experts etc, but hands on experience is invaluable.
