Sounds like you are a respectful smoker!  It would be the landlord's responsibility to prove that you are doing this.  If you don't do it, then there is no way he has proof of you violating the rule.  I would just ignore him.  If he is nuts enough to file, that is going to be a great hearing.

I have had to make this same decision for properties in areas that did not attract qualified tenants.  My business runs on the premise that the properties we manage are able to attract and retain qualified tenants.  Now, it would be worth seeing if you can invest in the property to stabilize it and if they would work with you on that.  I call these stabilization plans and mine would likely include terminating leases/evicting anybody who is compromising your ability to stabilize the property, possibly some renovation and installation of security features that go above and beyond.  That would likely be my approach and if our client was willing to do that and compensate us for our effort to implement I would consider that a win/win.  But I also love solving really tough problems!

In PA (except Philadelphia they play by a different set of rules there) you are permitted and it is quite common to have a waiver of the notice to quit requirement in the lease.  Occasionally there are District Magistrates who won't give a judgment if you didn't post one, but generally, you are fine. As for accepting partial rent, you are right, in PA the rules state that if you accept partial payment after you have started the eviction process, you must then start over.  However, I have never seen that be enforced by a judge.  I accept partial payments throughout the process and will still be able to get an order of possession and execute it if it isn't fully satisfied.  

You aren't being harsh, just follow your lease.  However, you should not continue to bring up the fact that ERAP paid her rent so far.  It is immaterial to the situation now.  She owes rent and didn't pay it, time to enforce the lease.

If you are a licensed real estate salesperson in PA you MUST disclose your license status when making offers.

There are no mapping programs to transfer data. All you get is what you can export/import via CSV file:(

We use Propertyware, have experience with Buildium and have played with Appfolio and Rent Manager.

Buildium is for smaller companies.

The other three are tied, the differences being how much automation & customization you want to do.

If you don't see yourself growing beyond 150 units, go with Buildium.

If you're not very techy and plan to grow over 150 units, we'd recommend Appfolio.

If you're techy and plan to grow over 150 units, we'd recommend Propertyware or Rent Manager.

Of course, as @Scott M. mentioned above, schedule some deoms, take GREAT notes and them make your decision.

FYI - there are MANY new options on the market, the most will not survive, so you would then have to switch:(

 I am running >600 doors on appfolio and love it.  Haven't always loved it, but do now.  I can't say it better than Drew did here though.  Follow this advice.  The main parameters you should identify are your size goals and how techy you are.  I love tech, but don't understand it.  Appfolio works great for that.  If you want to tinker and add stuff on you should look for an open API.

I am a broker in PA and have never heard of this being a valid way of protecting assets. For those who don't want the expense of transferring properties into an LLC and tax filings, typically I have seen then get the protection they want from an umbrella insurance policy. Clean and simple and depending on your situation and assets could get the best route. If you really want to go down this road I advise that you consult with a very good real estate attorney.
