Hi Kim-  Are you looking for a builder/developer to partner with or do you already have one?  If you already have one, I sounds like an attorney is who you need.  I have a great recommendation for a local attorney who could determine feasibility and walk you through the process.  If you need a developer, I might be able to help there too, depending on the town.  Feel free to reach out!

First, I think it's important to consider that New Haven is a MUCH smaller metropolitan area relative to students than Boston/Cambridge/Somerville.  With that said, the somewhat comparable neighborhoods you might want to consider are East Rock, Prospect Hill, and Westville.  Personally, I think Westville is in the best position for appreciation, while rents are already solid and climbing.  There's a fair amount of young professionals as well as students from Southern CT State University that also add to the renter pool.  Most of the area immediately surrounding Yale's campus is either owned by Yale or institutional owners.

I am not aware of a New Haven specific investor's group but there are a couple meetups on BP and the CTREIA has recently had a change in leadership and has been more worthwhile than before.
