Welcome to BP, this is a great website and resource for all types of real estate investing.

Our company does flips, rentals and lends money to RE investors. We are in downtown Upland, let's have lunch one of these days. I live in Rancho Cucamonga myself.

You dont seem to be a beginner, but for those starting I always recommend these 3 things to people beginning in Real Estate Investing:

1) Do a lot of research here

2) Do not spend a lot of money with coaches, it would be much better to put that money to work and learn from experience, I'm not against coaches or education, but you need to be careful as there are some that are really bad

3) There are many real estate clubs out there, visit them, select your favorites and meet other investors working your area. You can find info on clubs here and also you can look at meetup.com. Networking is key to success.

I honestly don't think there is such a number, the fastest (not only) option is to look at pictures of listing or wholeseller and from there get an estimate but LA is a big market with big submarkets, you wont rehab a $500k house for the same than a $200k house... if you were to point a gun to my head I would say 20k for up to 200k, after that 9% or 8% of value, but that is because you are forcing me... this is not how we flip properties and this is not how the people doing good flipping do it

Our company lends money to RE investors.

Are you a new investor because of your newly formed company or are you a new investor because you have never been involved in RE investing by yourself or working with someone else?

There are many lenders that will lend to new investors like our company, but if you want higher leverage lenders or investors will want to see either an exceptional deal or experience.

Talk to @Albert Bui, he has helped me refinance some of my rental properties with low rates and good LTVs here in California.

He already posted above, his title says that he is an Investor from Seattle but he also works as a Mortgage Broker in Orange county.

Bill Tan has a networking group that meets once a month in Arcadia, this is the link:

I agree with @Jeff B. the 2nd will stay in its place and the 2nd will be in a position to foreclose because of due on sale if the clause is in the loan docs but they are also entitled to foreclose for any other default... if the 1st was foreclosing chances are that the 2nd was in default too
