For additional information regarding multi-unit properties in Puerto Rico, contact arrendadores.org.  This is a local members only group composed of residential and commercial property owners.  Most of the members are brokers with vast experience.  Among the perks of belonging is they provide a tried and proven lease agreement and keep members abreast of new laws and any changes in the works that would affect multi-unit property owners.

It is not possible to lower real estate assessment values. The way property's are assessed is based on the cost method and the unit values used to arrive at this cost is obtained from 1950's prices per units for the components of the property.

I'm a real estate appraiser and broker but have no funds to start flipping properties.  A friend of mine offered to put up the cash and I would supply the knowledge and legwork.  What would be a fair split (50/50) (60/40) (70/30)?
