Puerto Rico Tax Assessment

I am Interested to know if anyone has successfully been able to have their real estate assessment  value lowered in Puerto rico?    CRIM is the taxing authority in Puerto Rico.   The realtor I am dealing with says they will not lower values even on appeal.   The assessed value is 240K and can be bought for 80k on open market.     One of the many problems in PR is they exempt residents on the first 150k of property value.   If they were to go to actual value tax revenue they would really take a hit.  Thanks for any info.

Rates fluctuate from 8.18% to 11.83% depending on the municipality, there are 78 municipalities.  This is the Tax Office site https://www.crimpr.net/crimdnn/es-es/Archivo/Tipos-Contributivos.  Click on Tipos Contributivos 2016-2017 (Descargar) Download, for current tax rates.
