You can sell a property with tenants with no issues the only thing is you wont see as good of a price for the property since it will likely be an investor purchasing it.

Its not a set price per unit or building but rather a percentage of income to debt. But even if you fall under the normal amount for debt coverage there is other loans like DSCR which qualifies the propertys income and not your income.

What I do for my units with shared meters is I charge 50% flat to each tenant which prevents waste I get no issues with any waste due to this but the ones that share electric bills do get many complaints due to the size of the bill. Since yours is only water and heat I would recommend you charge 50% and lower the rent cost rather than factoring it into the rent price.

My current challenge is dscr/blankets for low value properties sub 75k. My portfolio is all 40 units well north of 100k but I've never done the lower end properties as I am now getting into the cleveland section 8 game from out of state.

The clear and obvious answer would be to instantly pay the back taxes and offer a small lump sum for them to move with and just lowball in whatever structure works for the both of you weather that is a better sale price or a greater monthly payment to them and just find your middle ground that works out for you both.

Ask for higher security in person have them back out on their own if they still want the place you will be safer with more security

Considering it is literally seconds from the highway i would say the location could not get any better

You can either pay your agents fee on your own or ditch the agent and deal directly with a title company if the seller is adamant on it.

As someone in the greater Orlando market the cashflow numbers work the closer to the hood you are but I've been noticing a much higher vacancy rate at "market" rents. 

As someone with househacked properties, garage conversions and all sorts the "2%" rule is near impossible. The only way I see 2% anywhere is renting by the bedroom. Even 1% properties are getting harder to come by without buying c class or below.
