Run the address against the state tax website (treasurers website usually) and see if it comes up with owners info. If not contact a title company.

@Francisco D Contreras Have to love those tenants that complain about everything. If you've given them notice of the issue and non of the other tenants mention anything about noise it could be the other tenant just complaining. Thinking worst case you lose the complainer as a tenant and after 8 years could go in rehab that unit and charge slightly higher rent for a new tenant but that's just my optimistic side coming out. I've found that as long as you let both parties know that you're activly involed in the issue and that you have given that

I would contact title and get info on the property. Hopefully the owner and address are listed in title. If it's a trust, corp, etc... then you'll have some digging to do.

@Francisco D Contreras Do you have anything in your lease pertaining to nuisance complaints or remedies on loud noise? Is your 4-plex in an HOA? If you have an HOA they usually have a line about noise complaints etc...that could help guide you. Could also just be a tenant dispute but need to know more about the situation, possibly asking the up stairs tenants to sit down and speak about the issue and what the following course of actions will be if this continues.

I try to be straight forward with my tenants leaving all emotion out of it and just give them a road map as to what the consequences are if the following behavior continues and that it is "out of my hands." Something along the lines of, "Unfortunately the lease states......."

@Daniel Liu Just a thought. For my section 8 rentals the inspector that comes before the tenants can take occupancy takes an overwhelming amount of pictures of literally everything in the home. Possibly see if their case worker has access to these if they still exist in a file somewhere. Personally I'd see a lawyer or company that specializes in this aspect. Might cost a bit but better than losing and paying the over $3K.  I also do a video walk through as I enter the vacated property highlighting everything in case the prior tenant want to contest how they left the home when they left.

For my tenants we make sure we walk the property with them before we give them the keys and have then and a witness date and sign the checklist to prevent this from happening. I also send them a copy of the signed paperwork certified and emailed if possible. Then if they vacate in the future I'd send them details on the condition to leave the property and another copy of the signed checklist which I'd try to arrange a time to re-walk the property have them sign again and get all the keys & garage openers. Obviously things sometimes do not go to plan and many of the times the tenants just leave but I do my due diligence in case I ever have to go to court.

@Ankur Agarwal mine was a duplex as well so yes multi family investment property. Property was 305K so I could see a smaller loan being why but a full point higher? Got mine through chase and they price match any rate you are offered anywhere else in writing. Hope that helps.

I'd keep calling banks. I just closed on a duplex in Las Vegas and my rate at 25% down for a 30yr conventional was 5.2%. Can't imagine that rates would vary that much state to state but don't quote me on that.

I absolutely love my section 8 units. The key is good screening but if you already have them renting just get any info you can about them. Just touring the units will give you a good idea on how they treat the property and also gives you a chance to ask them if they like staying there or if there are any issues you should be aware of. It's a guaranteed rent payment on the 1st of every month from the housing authority assuming their voucher covers 100% of the rent and usually get just slightly above market rent for each unit.
