So I came across a house listed with the description. ... CIVIL ENFORCEMENT SALE OF 1/3 the interest in the property only, sold as I'd without possesion.  I'm new at rei so tell me are there any risks one should take heed of when a property has this in the description?

So as a beginner with very little downpayment for an investment to flip. I was hoping to learn more about this investing by 1st maybe doing 10 paper deals to also grow my personal capital and if one or two look too good then I would try flip them. Hopefully being able to get hard money from banks to finance me on the deal and not my personal credit score not much of a buy and hold fan but from your experiences what advice can you offer to me?

I'm just starting out with real estate investing. So I'm not sure if I should concentrate on wholesaling first to build capital or do just go ahead with house flipping and then a rental. My capital is limited at the moment. Any advice and suggestions would greatly be appreciated. :)
