Many Government properties and housing authorities impose these types of restrictions. I only want them to have insurance and would never infringe.

I do not believe a tenant could have done anything to cause the leak for that would be obvious. You have an obligation to provide heat in the cold. Feels like you need to identify better plumbers. The challenge might be identifying without destroying walls and celings.

@Alecia Loveless I have had mixed experiences with listing agents. My current favorite is a guy that was mentioned on National TV by Barabara Cocoran. In this scenario the listing agent has also brought buyers to the table which other listing agents do not.

I believe that Tenants have the right to keep and bear arms. Is it appropriate as a landlord to mandate that a tenant have insurance such as LawShield, USCCA or AOR and to provide proof of such?
