Based on some mobile home parks that I've been looking at lately, I think your friends can probably buy a decent used home in an established park for the $14K and just pay lot rent going forward.

Is there any advantage to using a QI that is located in the same city/state as the property and or the person doing the transaction?

What about the areas near McDill AFB and USF? I was looking for neighborhoods with good employment prospects and lower crime rates and thought those both looked good. 

In St. Petersburg, it didn't look like things were safe unless you're over at the beach areas. Is that a correct assessment?

I am interested in doing a 1031 exchange with a rental home I own in CA (in my own name) to one or more properties located in FL (to be owned by an LLC). Can I set up the LLC first and then do the exchange directly into the LLC? Or, do I have to do the exchange first into my own name and then transfer the properties into the LLC? I think, for privacy purposes, it would be best if the new properties were never held by me directly. Thank you.
