Generally, for a room to classified as a bedroom it needs to have a window (or door) that is big enough for the inhabitant to exit out of in the event of an emergency. Specific building codes vary from state to state so a fixed size isn't standard across the country. In NC it's an opening min. 24"high x 20" wide with a sill no more than 44" off the floor.

If it's a quick fix to enlarge a window in a room and call it a bedroom it would be worth it.

Bryan,
If you're in NC it still gets cold enough to freeze pipes. Can the patio be enclosed? I don't know what the floor plan is like but I've designed W/D under stairs, in the kitchen, in the garage, stacked in the master closet as well as the standard mudroom/laundry area.

What's the plan like?

What do you plan to do with the house....live in it, flip it, rent it out? Is it possible to repair the crack rather than tear it out and re-pour?

If you got some reasonable bids, I'm leaning towards the fix.
