Definitely depends on the class of rental, other property types in the area, and the cost of monthly rent.  

You can't charge $2,500/month and rent and have window unit (yes there are some exceptions).  Alternatively if your in a Class C rental area with older homes and most properties don't have central HVAC, then window units will likely fine.

When it comes to space heaters, my concern isn't the use of a space heater, but the quality of the current electrical system in the house.  Are the outlets grounded? Is there aluminum wiring? Is the panel knob & tube?  It's usually not the space heater that causes the fire, but faulty electrical systems or those that cannot accommodate the load.
