My law partners story - she use to buy tax liens and tax deeds for only a few thousand dollars at foreclosure sales. Put up a for sale sign while fixing these properties.  She would sale them and repeat.  Eventually she made enough to buy to buy a multifamily. Anyway,  start small, and grow your nest.

If you don't want them on the property, I suggest starting the eviction process right away.

I would start with Youtube videos. There are plenty of excellent ones. Another recommendation is to go to a live auction. When I started out, I went to a live auction and asked around. This was 15+ years ago when there weren't much information on the internet. You can also private message me. My law partner is a foreclosure attorney and foreclosure consultant. She may be able to provide some time to answer some of your questions. Also, on our law firm website : Waltertruongpllc.com has a few articles on Texas foreclosures. Good luck!

In some states ex. California or Texas, after foreclosure, you'll have to evict the people from the property (if you choose to require them to move out). Foreclosure is about ownership of title whereas leases are about possession of property. These are two separate property laws. 

If the eviction process is long, consider other options such as cash for keys or lease the property to those tenants.

Best practice is to get a title search abstract to get the history of the title. Generally, there are 3 types of foreclosures; tax foreclosure, trustee sale, HOA sale. Most states, tax liens have priority. Trustee sale and HOA sale may or may not have other liens wiped out after the foreclosure sale. Again, best practice is get a title search abstract.

You can find them in the court records for judicial foreclosure proceedings. Non-Judicial and Judicial foreclosures must have Notice of sale prior to foreclosure. 
You can look in the real property records for notice of sale.
